Introduction
 
This introduction contains basic information on the higher Council for science and Technology, (HCST), its General Secretariat, and affiliated centers. It aims to serve as an introduction to these institutions and the objective they were established to attain. The roles these centers play, in collaboration with all other national institutions, serve comprehensive they were established to attain. The roles these centers plays, in collaboration with all other national institutions, serve comprehensive national development. Such national collaboration is viewed as essential to development according to national requirements, in line with both regional and international dynamics.
 
There is no doubt that science and technology, if properly harnessed, are optimal tools to enhance Jordanian capacity in all fields of comprehensive development, in coordination among the different sectors involved. The council itself was established at the end of 1987, with the aim of building a national science and technology base and developing it for the purpose of economic, social and culture development within the kingdom.
 
The related science and technology activities include major components such as research and development (R&D), science and technology (S&T) services and training. The higher Council for science and technology and its affiliated centers endeavor to strengthen national capacity and potential in these three fields so as to best serve development sectors. The higher Council for science and technology annually offers financial aid in support of research and development projects undertaken by various national institutions in areas of development priorities. Such support is part of the HCST annual budget for R&D, and additional support goes out thought the Industrial Scientific Research and development Fund, and the National Fund for Enterprise (NAFES). The Council also supports its affiliated centers to enhance their capacity to offer specialized science and technology services to fulfill the requirements of the various economic sectors. Further efforts are undertaken to enhance the qualifications of, or train, those engaged in R&D through research projects supported by the Council and financial contributions for the organization of scientific conferences and workshops.
 
The Higher Council for Science and Technology (HCST) was established in 1987, with the objective of building a national science and technology base that contributes to the achievement of national developmental objectives, by increasing awareness of the significance of scientific research and development through providing the necessary funding for such activities and directing R&D activities toward developmental priorities. The Council was also entrusted with the establishment of specialized centers for R&D where appropriate, and representation of the kingdom in regional and international S&T activities and forums.
The HCST exercises the following powers and responsibilities in realization of the
objectives for which it was founded:
• Ratifying the general policy of science and technology in the kingdom, defining its priorities, and drawing up the related programs and plans and following up on their implementation and evaluation.
• Drawing up the strategies suitable for the development of scientific and technological potential in the kingdom and providing the scientific environment suitable for this purpose.
• Supporting the institutions and units of scientific and technological research, and providing the necessary funding for the support of scientific and technological research, services and activities in the kingdom.
• Participating in the supply and training of manpower, and upgrading the technical potential of scientific and technological research institutions.
• Specifying conditions and requirements that should be made available in accredited scientific centers of excellence and working towards the assistance and development of such centers.
• Ratifying the principles and basis upon which the Council provides financial aid to scientific and technological research, programs, services and activities to reach the aims of national policy in these fields.
• Representing the Kingdom before Arab, Regional and International institutions and bodies concerned with science and technology.
• Undertaking scientific and technological cooperation and concluding agreements related to scientific and technological research in collaboration with local, Arab, Regional and International organizations.
